There is no range box; you choose pages by clicking their thumbnails. For a long run of pages, use Select all and then click the pages you do not want to deselect them, or click through the range. Split PDF is the better fit when you want several pieces cut at page numbers.
Yes. Any set of pages works, for example 2, 7 and 31. They come out in their original order in the new PDF, whatever order you clicked them in.
